During the Great War he was mostly on Admiralty works

Aerodrome construction in Scotland, &c.

He was also 8 years in Egypt on river works including the

Assouan Dam.

These particulars Mr Kennedy supplied to me when he came

to see me this morning, and it is evident that he is an experienced

Engineer with a knowledge of Harbour work.

He is 58 years old and a widower with no children.

Mr Binns assures me that Mr Kennedy is a most capable

Engineer and a thoroughly reliable man whose personal character is

beyond reproach.

I discussed with him the question of remuneration, and he

said he would rather leave the amount to be settled by the Colonial

Office. He mentioned, as a guide, that he had been receiving a

salary of £1,500 a year, and I stated that I thought the Colonial

Office, in view of the doubtful length of the voyage to and from

Hong Kong in the present conditions, would probably prefer to fix

a lump sum fee for the job, instead of a rate per day. He

gave me to understand that he would be quite satisfied with £750 or

£800,-all expenses being paid as I told him.

I would be perfectly agreeable to have Mr Kennedy, especially

as the job appealed to him and he seemed quite keen on it, and, if
